Job Title: HR Manager
Report to: HR Director, Asia and Country GM

It is not an "expat package" position
Global company with manufacturing plants in USA, South America and China.
This MNC is a global provider of instruments, subsystems and process control solutions that measure, control, power, monitor and analyze critical parameters of advanced manufacturing processes to improve process performance and productivity.
JOB SUMMARY
MNC has an opening for a HR Manager to support the manufacturing and engineering operations within the Shenzhen facility. This has responsibility for all facets of HR of a manufacturing facility, including, but not limited to recruitment, Compensation & Bennefits administration, safety, employee relations and administrative oversight of MNC’s Shenzhen operation.
ROLE & RESPONSIBILITIES
1. Recruiting
-Manage Headcount planning for Salaried and Waged based on business needs.
-Lead and execute recruiting process based on annual Headcount plan.
-Recruit high potential/performance employees by implementing effective and economical staffing strategies and management of employment that is responsive to the recruitment needs; conducts orientation and induction programs and exit interviews.
2. Compensation & Benefit
-Manage Compensation & Benefit program
-C&B Market Survey and analysis
-Merit/Promotion/Other salary increase management
-Incentive payment (Responsible for tracking, processing and distributing of various incentive payments throughout the year).
-Compensation change (Plan and conduct compensation change with management and employees’ consensus and business policy)
-Salary proposal for new hires.
3. Talent Management (including training)
-Performance Appraisals / Succession Planning / Employee Development
-Assess and evaluate employees using various assessment tools
-Update Talent Management Database on regular basis to accurately maintain employee development status.
-Plan, conduct and evaluate training & development programs
-Implement and monitor learning and development plan in support of the line managers; Direct the company’s training and development activities.
-Build the effective organization and culture with good communication between and employees, also, effectively function as a balanced / fair employee advocate.
4. HR Budget Planning and Controlling
-Implement Budgeting process of HR activities for based on Annual HR plans
-Control the use of budget
-Prepare and implement annual HR budget plan
-Ensure cost efficiency and appropriate use of HR budget.
5. Employee Relations
-Resolves employee relations issues through ensuring accuarate interpretation and administration of HR police and programs.
-Advises and counsels leaders and managers in resolving complex employee relations issues.
-Ensures compliance with all employment and labor laws and governmental compliance requirements
-Administers safety initiatives
REQUIREMENTS
-Minimum 7 years of HR experience and understanding of the various functions within HR and experience to lead HR team.
-Experience managing a large, Chinese workforce and manufacturing facility.
-Good interpersonal and analytical skills.
-Strong conflict resolution and negotiation skills.
-Ability to train and facilitate large group capability to maintain and effective relationships with all departments and employees.
-Positive and proactive mind and strong responsibility as an individual contributor as well as local HR function head.
-Good understanding of local labor law.
-High-integrity, detailed-oriented, and excellent team player with a strong work ethic
-Good command of English and communication skill.
-Semiconductor and related industry experience is preferred.
