Job Title: Sr. Technical Buyer/Planner
Knowledge:
This role requires a seasoned, experienced professional with a comprehensive understanding of industry practices, company policies, and procedures. The Sr. Technical Buyer resolves a wide range of issues using both imaginative and practical approaches. This position is fully qualified, career-oriented, and represents the journey-level role in the profession.
Job Complexity:
• Tackles problems of diverse scope, requiring the evaluation of identifiable factors through data analysis.
• Demonstrates sound judgment in selecting methods and techniques for achieving solutions.
• Interacts with senior internal and external personnel, requiring strong interpersonal and professional skills.
Supervision:
• Receives minimal instruction for day-to-day tasks and general guidance for new assignments.
Primary Responsibilities:
• Forecast, plan, and purchase materials for specific commodities as assigned.
• Execute all procurement activity utilizing MRP (Material Requirements Planning) and other methods to ensure material is delivered on schedule, at the negotiated price, and meets specifications and quality requirements.
• Implement and manage complex contracts such as Kanban (Just-in-Time Inventory System), VMI (Vendor Managed Inventory), and JIT (Just-in-Time) to support build plans while minimizing inventory and lead times.
• Lead efforts to negotiate agreements with suppliers related to pricing, lead-time reduction, flexibility, quality, and other supply chain factors.
• Manage and coordinate full product life cycle, including NPI (New Product Introduction), production, and EOL (End of Life) activities.
• Optimize supplier performance by collaborating with Engineering, Manufacturing, and Suppliers to identify critical specifications and implement controlled manufacturing and testing processes.
• Partner with suppliers for quality material procurement and problem-solving.
• Work with Manufacturing, Suppliers, and Engineering to coordinate and complete ECO (Engineering Change Order) implementation, phase-in/phase-out activities, and multiple design changes while minimizing scrap and obsolescence.
• Participate in MRB (Material Review Board) teams to disposition non-conforming material, manage replacements, and monitor supplier performance.
• Engage suppliers to resolve critical or chronic late delivery issues.
• Monitor supplier performance data and take corrective action as necessary.
• Negotiate with vendors to ensure optimal pricing, performance, and delivery timelines.
• Identify and qualify potential and second-source suppliers.
• Manage the return of materials and supplies for non-conformance and facilitate vendor audits for qualification and assessment.
• Work with the sourcing team to ensure best practices, greatest leverage in procurement, and reduction of supply chain risks.
Experience & Education:
Required:
• Bachelor’s degree in Business, Purchasing, Engineering, or a related field (or equivalent experience).
• At least 5 years of relevant experience in purchasing/planning in the electronics industry, including PCBA (Printed Circuit Board Assembly), mechanical parts, cables, transformers, and electronic components.
• Experience with ERP (Enterprise Resource Planning) systems such as Oracle and Kanban inventory management (a Lean methodology).
• Proficiency in Chinese and English for a professional work environment.
• Technical background with knowledge of BOM (Bill of Materials) and specifications for mechanical and electronic parts.
• Outstanding written/verbal communication, with strong presentation, negotiation, and problem-solving skills.
• Proficient computer skills in PowerPoint, Word, and Excel (including pivot tables, chart creation, and VLOOKUP (Vertical Lookup Function)).
• Excellent organizational skills and teamwork experience.
• High integrity, a strong work ethic, and a collaborative mindset.
Preferred:
• Experience in EMS (Electronics Manufacturing Services) management.
• ISO or Quality System audit experience.
• Certification such as CPIM (Certified in Production and Inventory Management), APICS (Association for Supply Chain Management Certification), or CPSM (Certified Professional in Supply Management).
• Working experience in a global business environment.
